Solve this issue with adding "AdminOnlyTaskAccess" permission to MiddlewareAdministrator Role

Step 1: Login EM Console & Go to Policies

Step 2: Edit MiddlewareAdministrator

Step 3: Add New Permission (AdminOnlyTaskAccess)
